Strategi Peningkatan Kinerja IPLT Bawang Kota Tangerang: Kajian Literatur

INTISARI

Pengelolaan lumpur tinja merupakan aspek penting dalam sistem sanitasi berkelanjutan, namun masih menghadapi berbagai tantangan bagi pelayanan di tingkat kota. Penelitian ini bertujuan untuk menganalisis kinerja sistem Instalasi Pengolahan Lumpur Tinja (IPLT) Bawang di Kota Tangerang melalui pendekatan kualitatif dan deskriptif terhadap kondisi lapangan, serta tinjauan literatur. Hasil observasi lapangan terhadap kondisi IPLT Bawang menunjukkan cakupan layanan rumah tangga yang masih rendah, kualitas efluen yang tidak konsisten memenuhi baku mutu, serta keterbatasan dalam kapasitas operasional dan koordinasi kelembagaan. Studi komparatif terhadap berbagai kasus di Asia, Afrika, dan Amerika Latin mengungkapkan bahwa tantangan serupa juga terjadi secara global, terutama terkait pendanaan, peran kelembagaan, dan partisipasi masyarakat. Berdasarkan sintesis masalah dan bukti empiris, penelitian ini merekomendasikan strategi perbaikan yang mencakup peningkatan teknologi, penguatan kebijakan tata kelola, pengembangan skema pembiayaan berkelanjutan, dan peningkatan partisipasi masyarakat. Melalui pendekatan yang terintegrasi, pengelolaan lumpur tinja di Kota Tangerang dapat ditingkatkan secara bertahap menuju sistem yang lebih efisien, inklusif, dan mendukung pembangunan berkelanjutan.
