Penelitian ini bertujuan mengevaluasi kinerja PDAM Tirta Tuah Benua Kabupaten Kutai Timur dalam pengembangan layanan air bersih berdasarkan indikator Badan Peningkatan Penyelenggaraan Sistem Penyediaan Air Minum (BPPSPAM). Penelitian menggunakan pendekatan deskriptif kuantitatif dengan memanfaatkan data sekunder yang mencakup aspek keuangan, pelayanan, operasional, dan sumber daya manusia. Pengumpulan data dilakukan melalui studi dokumen, verifikasi, dan
tabulasi data kinerja perusahaan. Analisis data dilakukan melalui perhitungan nilai aktual setiap indikator, konversi nilai ke skor BPPSPAM, pembobotan indikator, serta penjumlahan skor untuk memperoleh total nilai kinerja PDAM. Hasil penelitian menunjukkan bahwa PDAM Tirta Tuah Benua memperoleh total skor kinerja sebesar 3,56 sehingga termasuk dalam kategori sehat. Aspek operasional menjadi aspek dengan skor tertinggi, yaitu 1,49, diikuti aspek pelayanan sebesar 0,825, aspek keuangan sebesar 0,65, dan aspek sumber daya manusia sebesar 0,59. Meskipun demikian, evaluasi rinci menunjukkan bahwa beberapa indikator masih belum optimal, yaitu rasio kas, return on equity, rasio operasi, pertumbuhan pelanggan, kualitas air pelanggan, penggantian atau kalibrasi meter air pelanggan, serta biaya diklat terhadap biaya pegawai. Hasil penelitian ini diharapkan menjadi dasar perbaikan kinerja, peningkatan mutu layanan dan penguatan keberlanjutan pelayanan air bersih daerah.
