Sektor jasa konstruksi memiliki peran strategis dalam mendukung pembangunan nasional, namun pembinaan dan penyelenggaraan jasa konstruksi di daerah masih menghadapi berbagai tantangan, terutama terkait kapasitas kelembagaan Organisasi Perangkat Daerah (OPD) dan efektivitas sertifikasi tenaga kerja konstruksi (TKK). Penelitian ini bertujuan mengembangkan model pembinaan terintegrasi untuk meningkatkan kinerja penyelenggaraan jasa konstruksi serta memproyeksikan peningkatan kapasitas TKK. Pendekatan mixed-method digunakan dalam penelitian ini. Analisis dilakukan
melalui analisis faktor kinerja OPD dengan SEM–PLS dan analisis hambatan sertifikasi menggunakan AHP dan Performance Prism. Selanjutnya, model diintegrasikan menggunakan kerangka IPOOI (Input–Process–Output–Outcome–Impact). Model kemudian divalidasi melalui Forum Group Discussion (FGD) multi-stakeholder pada workshop pembinaan OPD tahun 2025. Hasil penelitian menunjukkan bahwa pengawasan merupakan faktor paling dominan dalam peningkatan kinerja OPD, sementara hambatan utama sertifikasi meliputi kurangnya insentif kebijakan, ketidakterpaduan regulasi, keterbatasan SDM lembaga sertifikasi, dan rendahnya literasi teknologi tenaga kerja. Integrasi temuan menghasilkan model pembinaan berbasis penguatan kelembagaan, harmonisasi regulasi, digitalisasi proses pembinaan dan sertifikasi, serta kolaborasi pentahelix. Penelitian ini bertujuan mengembangkan model pembinaan terintegrasi untuk meningkatkan kinerja penyelenggaraan jasa
konstruksi serta memproyeksikan peningkatan kapasitas tenaga kerja konstruksi (TKK).
